Scratchers

Scratchers are wire brushes or cable loops attached to the casing. As the casing is reciprocated (moved up and down) or rotated, the scratchers mechanically scour the borehole wall.

This action removes the gelled mud filter cake, improving the bond between the cement and the formation. While less common today due to the risks of sticking pipe while reciprocating, they are effective for ensuring a hydraulic seal.
